Here is my bear. He is not as fancy as others but he did turn out okay.

I am using PSP v.9. The only thing that I had to change was the width for the leg.
When I used 110% the leg would get smaller, so I had to use 400%.

For the background I filled with a blue, then used a Marble airbrush for the green texture.
